Military governance, prophet level gives 200 extra morale to all halflings. Theocrat looks nice for this: the evangelist (T3) has the minor bard skills (+200 morale), +400 with touch of faith and paid absolution will give another +200 on city defense. We want a class that will have bard skills on high tier and preferably some more good morale boost and that does not rely on non racial units (archdruid has shalman with bard skill but the animals will be missing on luck).

On the other hand there is no morale bonus available outside of creation on the top of my head and master greyguard gives a combat spell for healing and morale bonus, on top of T4 summon, so that's a tempting pick. Adept greyguard is enough for this, master is not necessary so another mastery can be picked instead.

Add in shield of dispassion to make up for their innate weakness. Coupling it with grey guard is tempting: extra morale will bring more damage and more miss.
